BackgroundPeople in Need (PIN) is a Czech non-governmental organization that provides relief aid and development assistance while working to defend human rights and democratic freedom. Throughout its presence in the country, PIN has been contributing to the development of the following sectors: Sustainable Livelihood and Environment, Social Inclusion and Protection, and Good Governance.Position summary:Under the direct supervision of the Deputy Head of Programs (DHM) the livelihood project manager (LHPM) is responsible for managing/leading all “Ensuring Dignity and Resilience of Vulnerable Communities through Socioeconomic Empowerment “(EDRVCSE) project activities. He/she is the direct line manager of the senior project officer and project assistant. He/she ensures efficient programming and effective and sustained collaboration with program stakeholders. As LHPM you will be based in Balti with frequent travel to the project implementation locations and the PIN main office in Chisinau.The EDRVCSE project aims at supporting the most vulnerable Moldavan and Ukrainian refugees in Balti, Soroca, and Edinet to improve their economic resilience by generating sufficient income and resources due to job placement and self-employment.Duties & Responsibilities:With support from the PIN Senior Management in Chisinau, the LHPM shall:Lead technical, budget management, monitoring, and reporting activities through the whole project cycle - start-up, implementation, and close-out - in line with PIN program quality principles and standards, donor requirements, and good practices.Manage all day-to-day operational activities of the Livelihood project, ensure close coordination of program activities with all stakeholders, and provide guidance to partners.Coordinate activities required for ensuring the financial, material, and human resources for the quality implementation of the project. Conduct periodic budget reviews and preparation of financial reports to facilitate proper tracking of resource use.In coordination with the DHP liaise and maintain close coordination with all stakeholders including national and local public authorities, (I)NGOs, CSOs initiative groups, entrepreneurs, media, donors, and development partners.Host and manage donor visits effectively to contribute to accurate planning, implementation, and reporting.Leading on all program-specific files/contracts, associated with technical specifications related to the nature of the program activities are under the responsibility (Preparing Contracts/If needed, Uploading in ELO).Keep program documentation (hard copies and in ELO) and work with finance and logistics staff to ensure all program procurements and contracts follow PIN and donor procedures.Provide support to the DHP and PIN senior management in identifying and pursuing fundraising opportunities.What we are looking for:Knowledge/ExperienceAppropriate qualification and progressive management experience (at least 4 years) in the CSO/NGO/INGO field.Professionalism – proven communication and negotiation skillsPlanning & Organizing - Ability to plan own work and manage conflicting priorities.Management – Ability to manage teams and contribute to skills and capacity building.Communication – outstanding communication skills (spoken and written), including the ability to explain and present complex information and prepare written documents/communications in a clear, concise style.Proven report writing skillsExperience with budget management, financial forecasting, and donor compliance issues.Ability to undertake regular field visits to rural communities.Advocacy and monitoring experience and skills.Teamwork – Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.Language Skills:English: advanced level, familiar with NGO terminologyRomanian/Russian: native speaker/advancedWhat can we offer?Competitive salary, each half year revised based on appraisal performance;28 days annual leave + 6 additional days for medical care;Friendly work environment; Multinational team;Investments in your professional development.Application Instructions:Interested applicants must submit their CVsto the following link: https://apply.workable.com/peoplein-need-2/j/69B7E7C/apply/Deadline for application: March 27th , by COB.
